Pursuant to the provisions of §§ 1603, 1640, 1682 and 1683 of the Vehicle and Traffic Law of the State of New York, the Traffic Commission of the Incorporated Village of Garden City is hereby authorized to do the following acts:
A. 
Designate and regulate safety zones, parking spaces, bus stops and taxi stands in the public streets of the village and cause the same to be marked and indicated by suitable signs.
B. 
Designate through highways and order stop signs, flashing signs or yield signs erected at specified entrances thereto, or designate any intersection as a stop intersection or yield intersection and order like signs or signals at one or more entrances to such intersections.
C. 
Designate highways in which vehicles shall pass in one direction only or from which any commercial vehicle, tractor trailer or truck with a gross weight in excess of 8,000 pounds shall be excluded and cause such highways to be marked by suitable signs during the hours in which such designation is to be observed.
D. 
Designate pedestrian crossings of public streets in the village as school crossings for use by schoolchildren during school hours. "School hours" as used herein shall include all periods when schools are in session and such times before and after such periods as the school crossings designated herein are used by children going to and from schools in the village. During school hours, such school crossings shall be marked and indicated by suitable signs bearing the word "stop" at or near such school crossings.
E. 
Designate driveways in municipal parking fields at which vehicles shall be required to come to a full stop and order suitable signs bearing the word "stop" at or near the place where the vehicles are required to come to a full stop before entering such driveways.
F. 
Designate, install and maintain such traffic control devices, conforming to the state manual and specifications, as it may deem necessary to regulate, warn or guide traffic.
G. 
Prohibit, restrict or limit the stopping, standing or parking of vehicles on public streets and on private streets open to public motor vehicle traffic within the village and cause the areas or places so prohibited, restricted or limited to be marked and indicated by suitable signs.
