The following described tract of land be and is hereby constituted a sewer district to be known as "The Little Beaver Plan Sewer District":
ALL that certain tract of land lying and being situate in the Township of Brighton, County of Beaver and Commonwealth of Pennsylvania, more particularly bounded and described as follows, to wit:
BEGINNING at a point, which point is the Southeast corner of Lot No. 1 in the Little Beaver Plan No. 1, recorded in the Recorder's Office of Beaver County, Pennsylvania, in Plan Book, Volume 9, Page 9, which point is also common to land of Thomas T. McElhaney and land of the Beaver Area School District; thence from said point, the place of beginning, North 84°, 36' West, a distance of 518 feet to a point; thence North 5°, 24' East, a distance of 300 feet to a point; thence North 84°, 36' West, a distance of 248 feet to a point; thence North 5°, 24' East, a distance of 15 feet to a point; thence North 84°, 36' West, a distance of 442 feet to a point; thence North 5°, 24' East, a distance of 155 feet to a point; thence in a Westerly direction by an arc to the right having a radius of 79.22 feet, an arc distance of 121.17 feet to a point; thence North 3°, 2' East, a distance of 20 feet to a point; thence South 86°, 58' East, a distance of 124.89 feet to a point; thence South 3°, 2' West, a distance of 10.07 feet to a point; thence South 86°, 58' East, a distance of 124.89 feet to a point; thence South 3°, 2' West, a distance of 2.70 feet to a point; thence South 86°, 58' East, a distance of 174.89 feet to a point; thence South 3°, 2' West, a distance of 12 feet to a point; thence South 86°, 58' East, a distance of 124.89 feet to a point; thence North 3°, 2' East, a distance of 27.78 feet to a point; thence South 86°, 58' East, a distance of 309.12 feet to a point; thence North 5°, 24' East, a distance of 25 feet to a point; thence North 31°, 51', 30" East, a distance of 58.96 feet to a point; thence South 81°, 3', 50" East, a distance of 359.41 feet to a point; thence South 5°, 24' West, a distance of 240 feet to a point; thence North 84°, 36' West, a distance of 22.77 feet to a point; thence South 5°, 24', West, a distance of 120 feet to a point; thence South 84°, 36' East, a distance of 68 feet to a point; thence South 5°, 24' West, a distance of 300 feet to a point, the place of beginning.
Said tract of land containing all of Lots 1 through 8 in the Little Beaver Plan No. 1 and 9 through 21, 38, 39, 49, 50 and 63 through 71 in the Little Beaver Plan No. 2.
From and after the effective date of the creation of the aforesaid sewer district, no septic tank for sewage disposal shall be constructed within said district and it shall be unlawful for any person to cause or permit the flowing, discharge or drainage of waste, sewage or other similar foul matter except into the sanitary sewer system serving said district.
The Supervisors of Brighton Township shall prescribe by resolution the charges to be made to each person or persons whose property connects with the sanitary sewer system and the method and manner of payment, which charge or charges shall constitute a lien upon the property connected with the sanitary sewer and until paid and the amount of such charge may be recovered by due process of law.
The Supervisors of Brighton Township may prescribe such rules and regulations by resolution as they shall deem necessary to the conduct and operation of such sanitary sewer system.
Any party or parties failing to comply with the provisions of this article and the rules and regulations adopted by resolution hereunder shall be liable upon conviction to a fine of not less than $25 and not more than $300, together with the costs of prosecution for each offense.
