Each of the Villages' service areas shall be limited to each Village's
municipal boundaries, except that the Village of Arena boundaries shall also
serve those areas outside of the Village that are connected to the Village's
wastewater facilities as of November 1, 1998. As of the date of adoption of
these regulations, the boundaries of the District's service area are as shown
on the boundary map attached in Appendix A and incorporated by reference. The Village's and the District's service areas may be amended
from time to time in accordance with this chapter and Commission Regulations.
The plans and sewer service area of the District shall be consistent with
the adopted plans of all contracting municipalities and their respective regional
planning commission. For example, Village service areas shall be further limited
by applicable urban service area requirements that may be established by the
regional planning commission.
All property within the municipal boundaries of the Village shall be
included in and served by the local system, regional system and Wastewater
Facilities Commission. Therefore, property annexed to the Village shall increase
the Village's service area. All other additions to the Village's or District's
service area shall be made as provided in the Commission Regulations. (See
Commission Regulations, Section 4.)
Territory added to the Village in accordance with this article shall
be subject to both local connection permit fees and regional connection permit
fees, as provided in this chapter and Section 9.6 of the Commission Regulations.
(Section 9.6 of the Commission Regulations, as may be amended from time to
time, is incorporated by reference as if set forth in full herein.) Local
connection permit fees and regional connection permit fees shall be collected
by the Village. Regional connection fees shall be billed to the Village by
the Commission and paid to the Commission as set forth in Section 9.6 of the
Commission Regulations.
