Pursuant to the provisions of N.J.S.A. 40A:63-7, members of the Township Committee shall serve as department liaisons to various departments, offices and positions, and said designation shall be by the Township Committee. Each member of the Committee shall be department liaison to at least one Township department, and, if necessary, position or office. Duties of a department liaison shall be to:
A. 
Serve as department liaison from his/her department, office or position to which he/she is assigned to the Township Committee.
B. 
Meet periodically with the Township Administrator and/or department head or heads, or the specific office or position holders, notwithstanding that same may be allocated to a different department.
C. 
Report regularly on the activities of his/her department to the Township Committee.
D. 
Perform any other actions or services related to the position as directed by a majority of the Township Committee.
E. 
There shall be the following departments:
(1) 
Department of Administration and Finance, which shall include:
(a) 
Township Administrator.
(b) 
Township Clerk.
(c) 
Deputy Township Clerk.
(d) 
Chief Financial Officer.
(e) 
Treasurer.
(f) 
Assistant Treasurer.
(g) 
Tax Assessor.
(h) 
Assistant Tax Assessor.
(i) 
Tax Collector.
(j) 
Assistant Tax Collector.
(k) 
Township Attorney.
(l) 
Township Auditor.
(m) 
Purchasing Agent.
(2) 
Department of Public Safety, which shall include:
(a) 
Police Department, which shall include the Chief of Police and all Police Department personnel, both uniformed and civilians.

(b) 
Division of Fire, which shall include fire companies, Fire Marshal, Fire Inspector and department liaison with the Cinnaminson Township Fire District Board of Fire Commissioners.
(c) 
Office of Emergency Management, including the Emergency Management Coordinator, Deputy Emergency Management Coordinator(s) and Emergency Management Annex Coordinators.
(d) 
Emergency medical technicians.
(3) 
Department of Community and Economic Development, which shall include:
(a) 
Township Zoning and Code Enforcement Officer(s).
(b) 
Township Public Officer under Chapter 140, Abandoned Properties List.
(c) 
Township Construction Official, and various Uniform Construction Code Subcode Officials (plumbing, electrical, fire, building and the like).
(d) 
Planning Board and Planning Board professionals and staff.
(e) 
Zoning Board of Adjustment and ZBA professionals and staff.
(f) 
Township Engineer.
(g) 
Affordable Housing Service/Housing Official.
(h) 
Economic Development Committee, which shall consist of five members appointed annually to one-year terms by the Township Committee.

(i) 
The public officer charged with responsibility for abandoned properties under Chapter 140.
(4) 
[1]Department of Public Works, which shall include:
(a) 
Streets and roads.
(b) 
Sanitation.
(c) 
Vehicle maintenance.
(d) 
Park maintenance.
(e) 
Public buildings and grounds.
(f) 
Mosquito control.

Editor's Note: Former Subsection E(4), Department of Economic Development and Redevelopment, was repealed 2-25-2013 by Ord. No. 2013-3. This ordinance also provided for the renumbering of former Subsection E(5) through (8) as Subsection E(4) through (7), respectively.
(5) 
Department of Parks and Recreation, which shall include:
(a) 
Recreation Advisory Committee.
(b) 
Open Space Advisory Committee.
(c) 
Recreation Coordinator.
(d) 
Park and Playground Maintenance. Recreation Coordinator and parks and playground maintenance employees shall be under the daily supervisory authority of the Superintendent of Public Works.

(6) 
Department of Health and Senior Services.
(7) 
Municipal Court, which shall include:
(a) 
The Municipal Court Judge.
(b) 
The Municipal Court Administrator.
(c) 
The Deputy Municipal Court Administrator.
(d) 
Such other staff as may be approved by the Township Committee.
