There is hereby established a Department of
Community and Economic Development, which shall be headed by the Director
of Community and Economic Development. The Department shall:
A. Be the
principal agency responsible for the administration and technical
support for the Township Planning Board and Zoning Board of Adjustment.
B. Undertake
projects in the areas of community development, redevelopment, land
use and zoning matters as may be assigned to it from time-to-time
by the Township Committee and/or the Township Administrator.
C. Maintain
the records of the Planning Board and Zoning Board of Adjustment in
an orderly system of recordkeeping.
D. Provide
assistance to the Administrative Officer of the Township Planning
Board and Zoning Board of Adjustment for the purpose of receiving
and reviewing development applications and other submissions and declare
applications complete or incomplete pursuant to the provisions of
the New Jersey Municipal Land Use Law.
E. Enforce
the various conditions of approval imposed by the Planning Board and/or
Zoning Board of Adjustment.
F. Monitor,
audit and review inspections of bonded improvements, as well as charges
and claims for said inspectors.
G. Through
the Township Zoning Officer, enforce compliance with the provisions
of the Township’s Zoning Ordinances.
H. Through
the Township’s Code Enforcement Officer, enforce the various
provisions of the Township’s Property Maintenance Codes, code
sections relating to brush, weeds and debris, vacant and unfit buildings,
junkyards, littering and garbage transportation, and such other ordinances
as may be deemed appropriate for enforcement and compliance by this
Department.
I. Oversee
various redevelopment initiatives within the Township.
J. Coordinate
various activities by and between the various organizations, boards,
and employees whose job descriptions/duties arise from and/or are
related community and economic development-type of activities.
K. Provide
preliminary site plan review to determine whether full site plan approval
will be required from the Township’s Land Use Board(s), or whether
a waiver is appropriate.”
The Zoning Officer shall be appointed by the
Township Committee in accordance with applicable Department of Personnel
regulations. Under the direction of the Director of Community and
Economic Development, the Zoning Officer shall:
A. Examine
the working plans of proposed buildings for their compliance with
state, county and local zoning laws, ordinances, rules, and regulations.
B. Conduct
field work to ensure compliance of zoning regulations.
C. Perform
related work as required by the Township Committee, Township Administrator,
and/or by the Director of Community and Economic Development.
D. Examine,
record and file all applications for zoning permits, together with
the plans, specifications and other documents and papers accompanying
such application.
E. Institute
and conduct lawful proceedings to prevent threatened violations of
the Zoning Ordinance, and/or to correct conditions resulting from the violation
thereof; and to prosecute persons who shall have violated or shall
be engaged in violating any of the terms or provisions of the Zoning
Code.
F. Make such
reports to the Township Committee, the Township Administrator and
Director of Community and Economic Development, with respect to his
work and the operation of this chapter as may be required by them/him/her
from time-to-time.
