Pursuant to N.J.S.A. 40A:14-118, the Township Committee shall have the authority over the Police Department including designating personnel needs and the chain of command and for the adoption and promulgation, as the appropriate authority, of rules and regulations for the governance of the force and for the discipline of its members.
The Police Department as heretofore established is hereby continued, organized and established.

A. 
Organization.
(1) 
The Police Department shall consist of the following officers and men, whose offices and positions are hereby created and continued:
(a) 
Chief of Police (1).
(b) 
Captain (1).
(c) 
Lieutenant (1).
(d) 
Sergeant (1).
(e) 
Patrolmen (5).
(2) 
Nothing herein shall require the Township to fill any or all designated positions.

During any vacancy in the position of Chief of Police, the Township may designate such other member of the Police Department as the officer in charge. Such designation shall be for such period of time as, in the sole discretion of the Township Committee, is necessary to maintain the operational efficiency of the Police Department. Such designation shall not operate to otherwise alter the employment status of the designated officer or any other member of the Department.
