In addition to any and all contributions which the City of Garfield shall otherwise make to any volunteer fire company within the City, the governing body shall annually hereafter make a further contribution as hereinafter provided.

Each member of the several fire companies in the City of Garfield who shall have become exempt from further duty subsequent to January 1, 1971, and who shall have served as an active volunteer fireman doing public fire duty with a minimum attendance to such duty of not less than 25% and who shall have continuously performed such services for not less than 21 years, shall, upon the faithful completion of such period of service, thereafter be entitled to receive the annual clothing allowance equal to that of an active fireman that was established upon their retirement and/or exemption and not be subject to the increases, if any, established thereafter.

Each member of the several fire companies in the City of Garfield who shall have become exempt from further duty subsequent to January 1, 1971, and who shall have served as an active volunteer fireman doing public fire duty with a minimum attendance to such duty of not less than 60% and who shall have continuously performed such services for not less than 14 years but not more than 21 years shall, upon the faithful completion of such period of service, thereafter be entitled to receive 30% of the annual clothing allowance that was established upon their retirement and/or exemption and not be subject to the increases, if any, established thereafter.

Each member of the several fire companies in the City of Garfield who shall have become exempt from further duty subsequent to January 1, 1971, and who shall have served as an active volunteer fireman doing public fire duty with a minimum attendance to such duty of not less than 60% and who shall have continuously performed such services for not less than seven years but not more than 14 years shall, upon the faithful completion of such period of service, thereafter be entitled to receive 15% of the annual clothing allowance that was established upon their retirement and/or exemption and not be subject to the increases, if any, established thereafter.
The aforesaid amounts shall be paid to said exempt firemen by said fire company not later than 20 days after the receipt of the contribution therefor from the City of Garfield.

Firemen becoming exempt during any year from further duty and qualified for a pension allowance pursuant to Ordinance Nos. 1466 and 1925 shall receive such allowance based upon their months of service. For these purposes also, any part of a month shall be considered service for an entire month.
