Pursuant to the authority vested in the City
of Garfield by virtue of the Local Historian Enabling Act (N.J.S.A.
40:10A-1 et seq.), the position of City of Garfield Local Historian
is hereby established.
The City of Garfield Local Historian shall:
A. Carry out an historical program, including but not
limited to collecting, preserving and making available materials relating
to the history of the City of Garfield, and shall notify the City
Clerk, Garfield Historical Advisory Board, State Archivist, New Jersey
Historical Commission, County Local Historian and governing body of
any materials which should be acquired for preservation. Upon leaving
the position, the Local Historian shall turn over all materials and
records and reports to his or her successor or to the governing body
until a successor is appointed.
B. Cooperate and consult with the City of Garfield Historical
Society to seek out their collective advice in carrying out any duties
or responsibilities undertaken pursuant to this article.
C. Make an annual report to the City Manager and governing
body stating all the work performed and accomplished during the year.
Such report shall include the activities of the Garfield Historical
Advisory Board. A copy of this report shall be transmitted to the
New Jersey Historical Commission.
D. With the advice and consent of the Historical Society
Advisory Board, research, write and cause to have published a municipal
history and recommend appropriate historical materials for publication.
E. Be a member of the Garfield Historical Society Advisory
Board and act as its Chairperson.
F. Advise the governing body, in consultation with the
Historical Society Advisory Board, concerning the acquisition, administration,
use and disposition of any landmark or historic site, including places
included on the New Jersey Register of Historic Places.
G. Assist in projects of commemoration, including erection
of monuments, historic markers and guide signs.
The Historian shall be at least 21 years of
age, be of good moral character and served for at least one year as
a member of the Historical Society Advisory Board.
The Local Historian shall be, as provided by
law, appointed by the City Council and shall serve at the pleasure
of the City Council.
The Local Historian shall serve without compensation.
However, the governing body may annually appropriate such funds as
may be necessary to reimburse the Historian for expenses incurred
in the performance of the duties and responsibilities, including the
employment of clerical assistants.
