The purpose of this article is to establish
certain areas that are private property that are open to the public
or in which the public is invited that shall prohibit parking in areas
designated as "handicapped parking spaces" and "for use by persons
who have been issued special identification cards by the Division
of Motor Vehicles" and no other person shall be permitted to park
in these spaces.
This article is enacted in accordance with N.J.S.A.
40:48-2.46 which does confer upon the City of Garfield the right to
establish handicapped parking spaces in order to preserve and safeguard
the public health, safety, morals and welfare.
The following areas shall be designated as "handicapped
parking spaces" and shall be so marked by signs indicating the handicapped
parking spaces, in conformance with the Manual on Uniform Traffic
Control Devices for Streets and Highways, adopted March 20, 1973,
and filed with the New Jersey State Department on March 21, 1973:
A. Pathmark Supermarket located at 59 Outwater Lane in
the City of Garfield, County of Bergen and State of New Jersey, on
the southeast corner of the building, three handicapped parking spaces
as per the attached sketch.

Any person, firm or corporation violating any
of the provisions of this article shall, upon conviction thereof,
be punished by one or more of the following: a fine not exceeding
$2,000; imprisonment for a term not exceeding 90 days; and/or a period
of community service not exceeding 90 days, and a separate offense
shall be deemed committed on each day during or on which a violation
occurs or continues.
