Members charged with the custody of prisoners
shall observe all laws and Department orders regarding this activity.
Prisoners shall be kept securely, treated firmly and humanely and
shall not be subjected to unnecessary restraint.
Members transporting prisoners shall do so in
accordance with Department policy, as follows:
A. Prisoners requiring medical attention shall be delivered
to the appropriate emergency hospital, and the transporting officers
shall be responsible for the security of the prisoners until properly
relieved by a guard officer unless otherwise directed by a superior
officer.
B. Prisoners and their property shall be surrendered
at the jail to custodial officers or as otherwise directed by competent
authority.
C. Any prisoner transported to a hospital in a private
ambulance shall be accompanied and guarded by an officer unless police
exigencies indicate otherwise. In the latter case, a guard will be
arranged for the prisoner as soon as possible.
Members and employees shall:
A. Neither speak disparagingly of any race or minority
group nor refer to them in insolent or insulting terms of speech,
whether prisoners or otherwise.
B. Neither use uncomplimentary terms of speech referring
to any prisoner or other person nor willfully antagonize any person
with whom they come in contact.
No member or employee shall knowingly falsify
any official report or enter or cause to be entered any inaccurate,
false or improper information on records of the Department.
Members and employees shall not suggest, recommend,
advise or otherwise counsel the retention of any attorney or bail
bond broker to any person coming to their attention as a result of
police business. Any person requesting this information shall be referred
to the telephone directory.
Members and employees cannot act as bailors
for any person in custody, except relatives, and in no case where
any fee, gratuity or reward is solicited or accepted.
