There is hereby established a Bureau of Fire Prevention for the Township
of Manalapan. The Bureau shall consist of the Chief of each Fire Company or
his designee, who must be a member of the Fire Company; the Township's
Construction Code Official or his designee; the Fire Subcode Official; four
residents of the Township of Manalapan appointed by the Township Committee.
Each of the residents of Manalapan Township shall be appointed for a term
of one year expiring on December 31 of the year in which such appointment
was made. Appointments shall be made at the Township's annual reorganization
meeting. Members shall continue to serve in their capacities until such time
as their successors have been appointed and qualify.
The Bureau of Fire Prevention shall meet monthly on a date to be fixed
by the Bureau at its January meeting of each year. The Bureau shall also meet
at such other times as the Chief deems necessary. Within 10 days after its
January, April, July and October meetings, the Bureau shall send to the Township
Committee a quarterly report, including premises inspected, findings and summonses
issued.
The Township's Construction Code Official shall be the Chief of
the Bureau of Fire Prevention and shall have the duty and responsibility to
enforce the provisions of the Fire Prevention Code. The Fire Marshal shall be the chief administrative officer of
the Bureau of Fire Prevention and perform such additional duties as provided
by law.
The members of the Bureau of Fire Prevention shall cause to be made
by fire inspectors or deputy fire inspectors inspection of all buildings and
premises as often as may be necessary for the purpose of ascertaining violations
of the Fire Prevention Code and such reinspections necessary to determine
that any violations have been corrected. The members of the Bureau of Fire
Prevention shall also perform such other duties as may be specified from time
to time by the Township Committee.
The Township's Construction Code Official, Fire Subcode Official
and Chief of each fire company, or their designees, shall be fire inspectors
of the Bureau of Fire Prevention, the Bureau may also appoint deputy fire
inspectors, subject to the approval of the Township Committee and conduct
such inspections as the Bureau may require.
The Bureau of Fire Prevention, through its fire inspectors, shall have
the power to issue summonses for violations of the Fire Prevention Code. Deputy
fire inspectors shall only have the power to issue summonses for fire lane
violations, blocking of egress or ingress, lack of required fire extinguishers
or failure of fire extinguishers to be in proper working order, including
but not limited to required inspection certificates and failure to exhibit
or maintain required exit signs.

A. A fee shall be charged for all inspections and permits
required pursuant to the Fire Prevention Code for buildings and tenancies,
including owner-occupied interior space, as follows:

The Bureau of Fire Prevention may direct and require fire inspectors
or deputy fire inspectors to attend training sessions, courses or schools
at the expense of the Bureau to aid them in the performance of their duties.
Fire inspectors and deputy fire inspectors shall be reimbursed at a
rate as determined by resolution of the Township Committee for the necessary
use of their private vehicles in performing inspections in the discharge of
their official duties pursuant to the provisions of Fire Prevention Code upon
submission of a voucher to the Finance Officer.
