The governing body shall formally approve the
creation of any new position and authorize the filling of it, prior
to the initiation of the action to do so. In addition, there must
be provided in the proper current budget account specific and adequate
funds to compensate the appointee.
The Municipal Administrator shall be responsible
for maintaining all personnel policies established by this chapter
and shall administer such other phases of the Township's personnel
program deemed necessary by the governing body.
Offices, employment and positions which are
held by any officer or employee protected by any tenure-of-office
law, as created and established by ordinance in force and effect,
shall be continued. Nothing contained in this chapter shall affect
the compensation, tenure or pension rights of any officer or employee
employed under any protected tenure.
Unless specifically excluded herein, all full-time
and part-time employees paid on an annual or on an hourly basis shall
be subject to the personnel policies and regulations set forth in
this chapter. However, nothing herein shall be construed as applying
to personnel in the Police and Fire Departments.
