[HISTORY: Adopted by the Mayor and Council of the Borough of Stanhope 6-24-1986 as Ord. No. 1986-10. Amendments noted where applicable.]
There is created an Economic Development Commission, which will be known as the "Economic Development Commission of the Borough of Stanhope." Said Commission shall be advisory to the Borough Council and the Borough Administrator and shall consist of not less than five (5) nor more than nine (9) members.
A. 
The first Commissioners shall be appointed within ninety (90) days after adoption of this chapter, providing for the Commission to become effective. The term of office shall be for three (3) years, provided that initial appointments to said Commission may be for terms of less than three (3) years for certain of the Commission members in order to ensure that the terms of office of the Commission members shall not all expire on the same date.
B. 
The Commissioners shall be appointed by the Mayor with the advice and consent of the governing body.
C. 
The Commission shall meet on a schedule devised by its members, but not less than four (4) times a year.
D. 
To constitute a quorum, at least a majority of the members shall be present.

The Commission shall organize within thirty (30) days after the appointment of its membership for the remainder of its calendar year and thereafter shall organize annually by the election of one (1) of its members as Chairman and the appointment of a Secretary. The Secretary may or may not be a member of the Commission and may be compensated as determined by the Mayor and Council, based on the recommendation of the Commission.
The duties of the Commission shall be as follows:
A. 
The development of plans and programs to encourage the expansion and the strengthening of existing business and commercial enterprises in Stanhope Borough, consistent with the best interests of the borough as a whole.
B. 
The development of plans and programs which will attract new business and commercial enterprises to the Borough of Stanhope which are in the best interests of Stanhope Borough as a whole.
C. 
The investigation, analysis and submission of regular reports to the Borough Council and to the Administrator on any obstacles to the expansion of the industrial and commercial tax base of Stanhope Borough.
D. 
The making of recommendations to the Borough Council and to the Administrator regarding any ways or means by which the borough can assist in meeting the needs of any developments deemed appropriate.
E. 
The Economic Development Commission shall designate one (1) of its members to be a liaison with the Sussex County Economic Development Commission and the Office of Economic Development.
F. 
The Economic Development Commission shall participate, when authorized by the Borough Council or the Borough Administrator, in appropriate county and regional economic development activities.
This chapter shall take effect immediately upon adoption and publication according to law.
