A. 
As used in this section, the following terms shall have the meanings indicated:
PUBLIC STREET
Includes any avenue, boulevard, alley, lane, drive, or other public thoroughfare within the limits of the City of Harrington.
B. 
It shall be unlawful to park any motor vehicle, as herein defined, over 25 feet in length on any public street in the City of Harrington for a period of time longer than two hours; provided, however, that the provisions of this section shall not apply to the stopping or standing of motor vehicles for the purpose of unloading freight.
C. 
It shall be unlawful for any motor vehicle over 25 feet in length to park at any time on the street known as “Reese Avenue” located in the City of Harrington.
D. 
It shall be unlawful to park an any public street any motor vehicle, as herein defined, equipped with a refrigeration device, if such device while in operation unreasonably disturbs the use and enjoyment of any property within 200 feet of such parked vehicle. After due notice to the owner or operator that said motor vehicle is unreasonably disturbing the use and enjoyment of property as herein prescribed and such vehicle is not immediately removed from its parking place, the City of Harrington may cause it to be removed at the expense of the owner of such vehicle or the person in charge thereof, and the vehicle shall be and remain in the custody of the City of Harrington until the expense of moving and/or storing has been paid. The operator or person in charge of such vehicle shall also be liable to the penalty herein provided for the violation of this section.
E. 
Whoever violates any subsection of this section shall, for the first offense, upon conviction, be fined a sum of not less than $10 nor more than $50, or be imprisoned not less than five days nor more than 15 days, or both, and shall pay the costs of prosecution. For each subsequent violation of this section, a person shall be fined not less than $25 nor more than $100, or be imprisoned not less than 10 days nor more than 30 days, or both, and shall pay the costs of prosecution.

B. 
Parking on the south side of Thorpe Street and south side of East Milby Street, between Commerce Street and Hanley Street, is prohibited.

A. 
Within the City of Harrington, it shall be illegal for any vehicles over 10,000 pounds gross vehicle weight to park on any street, except for loading and unloading, where it has been legally posted by appropriate signage.
B. 
Violation of this section shall be considered a violation punishable by a fine of $10 for any first offense; for subsequent offenses, the fine shall be in an amount equal to the prior fine paid by the offender plus $10 for the most recent offense. Vehicles parked in violation of this section shall be subject to being towed and stored at the owner's expense. Delaware State Justices of the Peace shall have jurisdiction to hear violations of this section.

Whoever violates any of the provisions of § 410-3 shall be fined not less than $5 nor more than $100.
