Administrative functions, powers and duties,
except such as are by the Charter or general law reserved to the Council,
shall be allocated as follows:
A. Among and within the following departments:

(1) Department of Administration.
(2) Office of the Township Clerk.
(5) Department of Public Works.
(8) Division of Community Affairs and Senior and Disability Services.
(9) Department of Community Development.
(10) Department of Recreation and Open Space.
(11) Division
of Public Information and Municipal Operations.
B. Among and within the following boards, commissions,
agencies and instrumentalities which are not allocated or assigned
to a department:
(1) Municipal Court.

(4) Municipal Utilities Authority.
(5) Local Civil Defense Council.
(7) Economic Development Committee.
(9) Such commissions and advisory boards as the Council
may from time to time create.

If no provision is made by this chapter or by other ordinance or law for the establishment of a head of a department, then said department shall be directed by an acting department head to be appointed by the Township Manager, pursuant to §
3-15B.

Any person who is appointed to any board, authority,
committee, council, commission, agency or organization by the Township
Council may be removed for cause, provided that the Secretary or Chairman
of the respective agency notifies the Township Council of the reasons
and provided that the Township Council affords the appointee an opportunity
to be heard prior to the decision to remove. For purposes of this
section, just cause includes, but is not limited to, the failure to
attend without an approved or valid excuse three consecutive regularly
scheduled meetings or the failure to attend 1/3 of the regularly
scheduled meetings during any year commencing July 1. For purposes
of this section, an approved or valid excuse includes, but is not
limited to, nonattendance due to sickness, vacation or death of a
member of the immediate family as said term is defined in other provisions
of this Code.
