A. There shall be a Township Planner, who shall be appointed by the
Township Manager as an employee of the Township or as a Township contractor,
and who shall serve at the pleasure of the Township Manager. The Township
Planner's compensation may be set by the Township Manager, either
as a Township employee within the parameters established by the Township's
Salary Ordinance for that position, or as a Township contractor pursuant
to the terms of a contract to be authorized annually by the Council.

(1) Notwithstanding the foregoing, the Township Planner shall keep track
of all time expended on development and redevelopment applications,
so that the applicable developer/redeveloper escrow accounts can be
charged appropriately for the Township Planner's time.
B. The Township Planner shall be a professional planner duly licensed
in and by the State of New Jersey and a member of the American Institute
of Certified Planners.
C. The Township Planner shall perform such duties as may be directed
by the Township Manager. These duties, which may be amended by the
Council or Township Manager from time to time, shall include at a
minimum: responsibility to ensure compliance with all affordable housing
requirements imposed by the State of New Jersey; review of and participation
in negotiations regarding redevelopment projects; responsibility for
maintaining and ensuring compliance with the Township's Master Plan
and related elements; advising the governing body, Township Manager
and Department of Community Development on recommended revisions to
the Township's Land Use Ordinances; oversight and coordination of
special planning projects and/or planning consultants retained for
such projects; and review of development applications pending before
both the Township's Planning Board and Zoning Board.
A. There shall be a Township Traffic Engineer, who shall
be appointed by the Manager for an indefinite term and shall serve
at the pleasure of the Manager and shall be compensated pursuant to
the terms of a contract to be authorized annually by the Council.
B. The Township Traffic Engineer shall be a professional
engineer duly licensed by the State of New Jersey. In lieu of appointing
an individual, the Manager may appoint a firm of professional engineers,
at least one of whom must be licensed in the State of New Jersey.
C. The Traffic Engineer shall perform such duties as
may be directed by the Manager. All papers, documents, memoranda,
reports and other materials relating to the performance of the Traffic
Engineer's duties shall be and remain the property of the Township.
Upon the termination of the Traffic Engineer's employment, the Traffic
Engineer shall deliver forthwith such property to the Manager.
