The following words and phrases, when used in
this chapter, shall have the meanings respectively ascribed to them
in this section, except as hereinafter specifically provided.
SIDEWALK
Any portion of a street intended for the use of pedestrians,
between the curbline, or the lateral lines of a roadway where there
is no curb, and the adjacent property line.
STORM DRAINAGE FACILITY
Any natural or engineered structure which collects and transports
stormwater through or from a drainage area to a point of final outlet,
including, without limitation, any ditch, gutter, pipe, culvert, swale,
canal, storm sewer, pumping station or other structure designed, intended
or constructed for the purpose of collecting and diverting surface
and tidal waters from, or carrying surface water off, streets, sidewalks,
public rights-of-way, recreational areas or any part of any subdivision
or land area.

STREET
Includes public avenues, boulevards, highways, roads, alleys,
lanes, viaducts, bridges and the approaches thereto and all other
thoroughfares in the Town, and the entire width thereof between abutting
property lines. A "street" shall be construed to include a sidewalk
or footpath, unless the contrary is expressed or unless such construction
would be inconsistent with the manifest intent of the Mayor and Council.
