In order to provide for the maintenance and
development of a library system in Wicomico County adequate to serve
the needs of the citizens thereof, the County is hereby authorized
and empowered to acquire, create and maintain a public library or
libraries, with branch libraries and library stations.

For the purpose of maintaining such library
system, the County may acquire by gift, purchase or condemnation real
or leasehold property and may erect thereon, out of specially appropriated
funds, buildings for the use of the library and may sell at public
or private sale any such property when the same is no longer needed
for library purposes.

The public library system for Wicomico County
shall be under the control of a Board of Library Trustees which shall
be appointed by the County Executive and the County Council from nominees
submitted by the board of Library Trustees.

The Board of Library Trustees shall have the
powers and responsibilities as set out in the Title 23, Subtitle 4,
County Public Libraries, of the Education Article of the Annotated
Code of Maryland, 1978 Edition.

Each member of the Board of Library Trustees
shall serve for a term of five years and until a successor is appointed
and qualified. The terms of the members of the Board shall be staggered
as required by the terms of the members serving on the Board as of
July 1, 1979. The members shall be chosen on the basis of character,
ability and demonstrated interest in library matters and shall be
residents of Wicomico County.
