The Township of Hainesport finds many buildings and structures, especially dwellings, are not provided with address identification numbers or are provided with numbers that are illegible, unreadable, fully or partially obstructed from view or too small or too far from the street frontage to be identified. The intent of this chapter is to require the clear display of authorized and assigned house or building numbers on every building fronting on any street in the Township of Hainesport in order to assist the general public, public and private emergency services, and law enforcement and municipal officials in identifying any property in case of emergency or in the execution of official duties by public officials or otherwise.

All residential, commercial, industrial or other structures erected or to be erected within the Township of Hainesport shall display address identification numbers as provided herein and in accordance with specifications provided herein.
The owner, occupant or lessee of each and every structure which now fronts or which may hereafter front upon any public or private street within the Township of Hainesport shall, at his own expense, within three months after the adoption and publication of this chapter, cause the authorized and assigned number of such structure to be permanently and conspicuously placed in accordance with the specifications set forth herein.
House or building numbers shall be:
A. 
In Arabic numerals.
B. 
A minimum height of three inches and a minimum width of one-half-inch-stroke for residential properties and six inches minimum height and a minimum width of one-inch-stroke for commercial properties. Commercial buildings that have a setback from the street line of 50 feet or more will have numerals of a minimum height of 12 inches and a minimum width of two inches.
C. 
Mounted in a secure fashion to the front wall or porch of the building so as to be clearly visible from the street.
D. 
Sufficiently legible as to contrasting background, arrangement, spacing and uniformity so as to be clearly visible from the street.
E. 
At least 30 inches above ground level and so placed that trees, shrubs and other obstructions do not block the line of sight of the numbers from the street upon which the building fronts.
If numbers affixed to the front of the building would not be visible from the street as required in § 62-4, the requirements of this chapter are satisfied if the owner, occupant or lessee shall provide, in addition to the numbers posted on the front of the structure, an additional set of Arabic numbers, as required by § 62-4, upon a post, rod or other type of fixture of substantial nature or a mailbox at or near the road frontage with the same number affixed thereon and so located upon the same that the number may be conspicuous and visible from the street upon which the building fronts.
House or building numbers shall be determined by the Township Administrator of the Township of Hainesport, or his designee, after consultation with the Township 911 Coordinator and Tax Assessor. Every owner, occupant or lessee of a building constructed or to be constructed in the Township of Hainesport shall apply to the Tax Assessor, if no number has been previously assigned, for an authorized number in accordance with this chapter.
Garden apartments and townhouse and condominium complexes shall provide such building and apartment numbers as are provided for in this chapter.
Any structure erected, repaired, altered or modified after the effective date of this chapter shall have the certificate of occupancy, or any other certificate, withheld by the Construction Official until permanent and proper numbers have been affixed to the building.

The certificate of smoke detector compliance issued to one- and two-family dwellings pursuant to the Uniform Fire Code, N.J.A.C. 5:70-2.3, shall be withheld by the Fire Official until permanent and proper numbers have been affixed to the building.
A. 
Any person, partnership or corporation violating any provision of this chapter shall, upon conviction, be subject to one or more of the following:

(1) 
A fine not exceeding $2,000 for each offense;
(2) 
Imprisonment for a term not exceeding 90 days; or
(3) 
A period of community service not exceeding 90 days.
B. 
The Township waives the additional fine for a violation of an ordinance within one year of a previous violation of the same ordinance provided in N.J.S.A. 40:49-5.
C. 
Where a fine in excess of $1,250 is sought to be imposed for a housing violation or for a zoning violation, the applicable owner and/or operator shall be provided a thirty-day period in which the owner and/or operator has an opportunity to cure or abate the condition prior to the scheduling of a hearing in municipal court. In the event that the objectionable activity or condition is not resolved to the satisfaction of the Township following said thirty-day period, then the owner/operator shall have an opportunity for a hearing before the municipal court. After the thirty-day period, the higher fine may be imposed if the municipal court has not determined that the abatement has been substantially completed.
