The Township of Hillsborough hereby establishes a Recreation
and Parks Committee.
A. The Recreation and Parks Committee shall consist of seven regular
members and two alternate members who shall be residents of the Township.
B. The members of the Committee shall be appointed by the Township Committee.
C. One member of the Planning Board may be a regular member of the Recreation
and Parks Committee.
D. All appointments shall be staggered in such a manner that the term
of at least one member and not more than two members shall expire
each year. All appointments after the initial formation of the Committee
shall be for a term of five years. Vacancies shall be filled for unexpired
terms only.
E. The membership of the Recreation and Parks Committee shall annually
elect a Chairperson and other such officers as may be provided by
the bylaws of the Committee. Such officers shall hold office for a
one-year term expiring annually on December 31.
F. Alternate members shall be designated at the time of their appointment
as "Alternate No. 1" and "Alternate No. 2." Alternate members may
participate in discussions of the proceedings but may not vote except
in the absence or disqualification of a regular member. A vote shall
not be delayed in order that a regular member may vote instead of
an alternate member. In the event a choice must be made as to which
alternate member is to vote, Alternate No. 1 shall vote.
A. The Recreation and Parks Committee shall hold regular meetings and
shall designate the time and place thereof pursuant to the Open Public
Meetings Act, N.J.S.A. 10:4-6 et seq. It shall have the power to adopt
rules and regulations for the conduct of all recreation and park business
within its jurisdiction. It shall keep a record of all its proceedings.
Attendance of a majority of the Committee members shall constitute
a quorum.
B. The powers and duties of the Recreation and Parks Committee shall
be as follows:
(1) Propose,
suggest, create and develop new and innovative recreation programs.
(2) Attend
Township Recreation sponsored events and programs, including but not
limited to the Memorial Day Parade, Independence Day Celebration,
Family Campout and Fishing Derby, Purple Heart Ceremony, Children's
Halloween Party, Howl-o-ween, Veterans Day, Christmas Tree Lighting
and other events as scheduled.
(3) Analyze
recreational facilities within the Township and make recommendations
for enhancements and improvements.
(4) Suggest
rules and regulations for the public use of such parks, playgrounds
and recreational facilities and the improvements thereon.
(5) Act
as a liaison between the Township Parks and Recreation Department
and the community of Hillsborough by providing information in a further
attempt to promote the program offerings.
(6) Periodically
review and make recommendations to the Recreation Master Plan.
