The Township Committee hereby finds that the
lack of enforceable traffic and parking regulations in the Nelson's
Corner Shopping Center, which is a privately owned commercial complex
containing parking yards and parking places that are open to the public
or to which the public is invited, has contributed significantly to
traffic and parking conditions in the Shopping Center that pose a
substantial threat to the health, safety and welfare of motorists
and pedestrians therein. It is therefore the purpose of the Township
Committee by this article to regulate traffic and the parking of vehicles
in the parking yards and parking places of the Shopping Center, pursuant
to N.J.S.A. 39:4-197, and thereby to promote the public health, safety
and welfare.
As used in this article, the following terms
shall have the meanings indicated:
NELSON'S CORNER SHOPPING CENTER
That complex of commercial buildings and appurtenant access
and parking areas located on U.S. Route 206 and Amwell Road (Somerset
County Route 514) in the Township of Hillsborough, Somerset County,
New Jersey, known and designated on the Hillsborough Township Tax
Map as "Lot 1, Block 200A."
TRAFFIC MAP
That certain map of the Shopping Center annexed hereto and
made a part hereof and entitled "Traffic Flow Plan, Nelson's Corner
Shopping Center.
The following traffic regulations shall be made
applicable to the Nelson's Corner Shopping Center.
No person shall park a vehicle except where
stalls are provided.

The stop intersections are only those shown
on the attached Traffic Flow Plan.
The handicapped parking regulations are only
those that are shown on the attached Traffic Flow Plan.
One-way streets shall be shown on the attached
Traffic Flow Plan and made part of this article.
Crosswalks shall be as shown on the attached
Traffic Flow Plan and made part of this article.
The lane use regulations are only those shown
on the attached Traffic Flow Plan.
Any vehicle parked or standing as to obstruct
or impede a normal flow of traffic, block entrances or exitways, loading
zones, oil fills, any grass area, pedestrian walkway or present in
any way a safety or traffic hazard may be removed by towing the vehicle
at the owner's or operator's expense.
If any parts of this article are for any reason
held to be invalid, such decision shall not effect the validity of
the remaining portion of this regulation.
All signs and pavement markings required by
this article, and the installation thereof, shall conform to specifications
established by or pursuant to law for signs and markings for like
regulation of traffic on the public highways. If there be no such
specifications for any particular sign or pavement marking, the same
shall conform to specifications established by the Chief of Police.
