As used in this article, the following terms
shall have the meanings indicated:
ANIMAL CONTROL AUTHORITY
The Animal Control Officer, as designated and appointed by
the Hillsborough Township Board of Health, shall be the Animal Control
Authority. This may be, under different circumstances, either the
Somerset County Humane Society, Sanitarians with the Hillsborough
Township Health Department or the Hillsborough Township Police.
CAT
Any member of the domestic feline species; male, female or
neutered.
CATTERY
Any room or group of rooms, cage or exhibition pen, not part
of a kennel or pet shop, wherein cats for sale are kept or displayed.
KENNEL
Any establishment wherein or whereon the business of boarding
or selling dogs or breeding dogs for sale is carried on on a regular
basis, except a pet shop. Every place where five or more dogs of licensing
age are kept or maintained for commercial purposes shall be considered
a "kennel."
NEUTERED
Rendered permanently incapable of reproduction, as certified
by a licensed veterinarian.
OWNER
When applied to the proprietorship of a cat, shall include
every person having a right of property (or custody) in such cat and
every person who has such cat in his/her keeping or who harbors or
maintains a cat or knowingly permits a cat to remain on or about any
premises occupied by that person.
PERSON
Any individual, corporation, partnership, organization or
institution commonly known and recognized by law as a unit.
PET SHOP
Any room or group of rooms, cage or exhibition pen, not part
of a kennel or cattery, wherein dogs and cats for sale are kept and
displayed.
POUND
An establishment for the confinement of dogs seized.
The owner of a cat shall provide evidence that
the cat has been inoculated with a rabies vaccine of a type approved
by and administered in accordance with this article. All rabies inoculations
shall be administered by a licensed veterinarian or by such other
veterinarian permitted by law to do the same.
No person shall hinder, molest or interfere
with anyone authorized or empowered to perform any duty under this
article.
Any person found guilty of or in violation of this article shall be subject to penalty as set forth in Chapter
1, General Provisions, Article
II, of the Code of the Township of Hillsborough, as amended from time to time.
