Permit parking is hereby designated in Collinwood
Avenue and Arthur Terrace.
The purpose of this article is to promote the
health, safety and welfare of the citizens of the Township of Livingston
by the alleviation of traffic congestion and the promotion of environmental
interests on or about the public streets and thoroughfares.

There shall be no stopping or standing except
by residents who display a residential parking permit on designated
vehicles on the following:

A. Residential
parking permits.
(1) Any
residential property owner whose property is located on Collinwood
Avenue or Arthur Terrace or that borders on those streets may apply
for up to six parking permits at the office of the Township Clerk.

(2) Residential
property owners may apply for permits on an annual basis. Permits
are to be valid from August 1 of each year to July 31 of the following
year.
(3) Each
residential property owner must show proof of ownership and may receive
up to six permits annually.
(4) Each
residential property owner must notify the Township Clerk if any permit
is lost, stolen or misplaced. No replacement permits shall be issued
during the year.
B. Commuter
parking permits.
(1) Commuter
permit parking applications for parking at the Salaam Shriner’s
Temple and the Essex County Park and Ride facility must be submitted
to the office of the Township Clerk.
(2) Applicants
must show proof of residency in the Township of Livingston.
(3) Permits
are purchased for one parking facility and for one parking space but
permits are transferable between vehicles of the same household, provided
the vehicle is listed on the parking permit application form.
(4) The
valid parking permit must be prominently displayed on the vehicle
in the commuter parking facility.
(5) Fees.
(a) The permit fees are:
[1] Salaam Shriner’s Temple: $150 for six months.
[2] Essex County Park and Ride: $300 for one year.
(b) If the Town Council deems it necessary, these fees may be adjusted
by the passage of a Town Council resolution.
Parking is prohibited on all lawns and other
unpaved areas of public property at all times.
