As used in this article, the following terms
shall have the meanings indicated:
An individual, partnership or corporation engaged in the
business of building homes or selling building lots on any plat or
plan which would be classified as a major subdivision by the Planning
Board of this Borough.
The Borough Engineer and the Borough Attorney
of this Borough shall not represent any developer in any business
said developer shall have within the limits of the Borough of Totowa.
