Misuse of property. No person shall, on any public park,
playground or recreation area in the Town of Marblehead, dig up, cut, break,
remove, deface or ill use any building, structure, fence, sign, bush, plant,
turf, rock or other thing belonging to the Town of Marblehead or have possession
of any part thereof.
Weapons and projectiles; fires; signs; engaging in business;
refuse. No person shall, on any public park, playground or recreation area
in the Town of Marblehead, throw any stone or other missile; or have possession
of or discharge any destructive weapon, firearm, firecracker, torpedo or fireworks;
or make a fire; or post, paint, affix or display any sign, notice, placard
or advertising device; or, except with written authority from the Recreation
and Park Commission, engage in business, sell or expose for sale or give away
any goods, wares or circulars, or drop or place and suffer to remain any piece
of paper or other refuse, except in the receptacles designated therefor.
Soliciting; games on beaches; alcoholic beverages; gambling;
orations; indecency; playing of musical instruments. No person shall, on any
public park, playground or recreation area in the Town of Marblehead, solicit
the acquaintance of or annoy another person or utter any profane, threatening,
abusive or indecent language or loud outcry; or solicit any subscription or
contribution; or play ball or any other game or sport on any beach under the
control of the Recreation and Park Commission; or have possession of or drink
any alcoholic beverages as defined by MGL c. 138, § 1; or play any
game of chance; or have possession of any instrument of gambling; or make
an oration or harangue or any political or other canvass; or preach or pray
aloud; or do any obscene or indecent act; or play any musical instrument except
by written authority from the Recreation and Park Commission.
Shrubberies; benches; railings, fence, etc. No person
shall, on any public park, playground or recreation area in the Town of Marblehead,
go within the shrubberies, or stand or lie down upon a bench or go to sleep
thereon, or walk, sit, stand, climb over or lie down upon any railing, balustrade,
wall or fence.
Bathing. No person shall, on any public park, playground
or recreation area in the Town of Marblehead, bathe except in proper costume
and at places designated therefor, or loiter or run about or lie upon the
beach or shore in bathing costume in an unseemly manner.
Loitering; obstruction of passageways. No person shall,
on any public park, playground or recreation area in the Town of Marblehead,
loiter on any sidewalk, boardwalk, gangway, wall, fence, road or parkway,
after having been directed by a police officer to move on, and no person shall
obstruct the free passage of foot travelers on any such sidewalk, boardwalk,
gangway, road or parkway.
Stopping and standing. No person shall stop an animal
or vehicle so as to obstruct a parkway, road or driveway or a sidewalk or
crossing thereof, or so as to prevent the passing of other vehicles, or otherwise
than lengthwise with a parkway, road or driveway and close to the sidewalk
thereof.
Compliance with directives of officer regarding animal
or vehicle. No person, on any public park, playground or recreation area in
the Town of Marblehead, having charge of an animal or vehicle, shall neglect
or refuse to stop, place, change the position of or move said animal or vehicle
as directed by a police officer.
Riding or driving in areas closed to travel. No person
shall ride or drive an animal or vehicle upon or over any part of a sidewalk,
boardwalk, parkway, road or driveway on any public park, playground or recreation
area in the Town of Marblehead which has been closed to travel by the placing
therein or the erection thereon of a barrier, fence, light or sign indicating
that such part of such sidewalk, boardwalk, parkway, road or driveway is not
open to public travel.
Compliance with directives of officer generally. No person
on any public park, playground or recreation area in the Town of Marblehead
shall refuse or neglect to obey any reasonable direction of a police officer.
Storage of property; moorings. No person shall, on any
public park, playground or recreation area in the Town of Marblehead, place,
put, deposit or store any vessel, boat, raft, float or any property of any
description or attach any moorings to any public park, playground or recreational
area, land or float under the control of the Recreation and Park Commission,
except by written authority from said Recreation and Park Commission and subject
to such conditions and restrictions as the said Commission may stipulate.
Stopping, standing or parking. No person shall, on any
public park, playground or recreation area in the Town of Marblehead, stop,
stand or park any automobile or other vehicle except in such manner and in
such areas as may be designated by signs or by a police officer.
Games of sport; golf clubs. No person shall, on any public
park, playground or recreation area in the Town of Marblehead, promote, or
engage in, any game of ball or other sport, or use or exhibit any golf clubs,
except by written authority from the Recreation and Park Commission.
Dressing and undressing. No person shall, on any public
park, playground or recreation area in the Town of Marblehead, undress or
dress or put on or take off a bathing suit, nor shall any person make use
of any vehicle or other conveyance, while on any public park, playground or
recreation area, for the purpose of undressing or dressing or putting on or
taking off a bathing suit.
Driving or riding vehicle or animal in prohibited areas.
No person shall operate, drive or ride an animal, vehicle or motor vehicle
upon or over any part of a beach, playground, recreation area or any public
park in the Town of Marblehead where the operation, driving or riding of animals,
vehicles or motor vehicles is prohibited.
Speed in excess of 10 miles per hour. No person shall
operate, drive or ride an animal, vehicle or motor vehicle at a speed in excess
of 10 miles per hour upon or over any public park, playground or recreation
area in the Town of Marblehead where the operation, driving or riding of animals,
vehicles or motor vehicles is permitted.
Penalty. Any person violating any of the above rules
shall, for each offense, be punished by a fine of not more than $20 as provided
in MGL c. 45, § 24.
