For the purpose of promoting the health, safety and
general welfare of the community, the land within the Village of Carthage
is divided into the following seven zoning districts:
The zoning districts are shown, defined and bounded
on a map entitled "Zoning Map, Village of Carthage, Jefferson County,
New York" dated 2006 and are further described by this chapter.[1] This chapter includes both explanatory materials and the
map. This chapter (as well as any amendments thereto) must be filed
in the Office of the Village Clerk. The Village Clerk shall certify
(by recording the nature and date) any changes to the chapter or map.
Where uncertainty exists with respect to the exact
boundaries of districts as shown on the Zoning Map, the final decision
will be made by the Village Zoning Board of Appeals.
Where a district boundary line divides a lot in single
or joint ownership existing at the time of enactment of this chapter,
the use authorized on and the district requirements of the least restricted
portion of such lot shall be understood as extending to the entire
lot.
District boundary lines generally follow or parallel,
at set distances, center lines of roads, waterways, railroads, existing
lot lines and other man-made and natural features. The Zoning Inspector
shall be given the authority to scale these districts from the Zoning
Map and relate them to accurate ground points when they are not appropriately
delineated on the Map.
