It shall be unlawful for any person to cause a congregation of people
at any public place within the Village, or to participate in, conduct or accompany
any organized parade or procession, other than a funeral procession, on the
public streets, sidewalks or other public property in the Village, unless
an application has been previously filed and a permit granted therefor.
An application for the permit required in §
67-1 shall be filed with the Village Clerk not less than 30 days prior to such parade, procession or assembly, in writing, and shall contain the following information to be furnished by the person in official charge thereof:
A. The names of all organizations or persons organizing
or sponsoring the parade, procession or gathering.
B. The purpose of the parade, procession or gathering.
C. The date and hours of the parade, procession or gathering.
D. If a parade or procession, the proposed route thereof
and its beginning and terminating points; and if an assembly or gathering,
the location thereof.
E. The number and type of vehicles, if any, marching units
and floats.
F. The number of persons participating.
The Village Clerk shall investigate all applications for permits required in §
67-1 and may issue permits where the information specified in §
67-2 has been furnished, provided that the proposed parade, procession or gathering is otherwise lawful and can be held without undue interference with vehicular and pedestrian traffic within the Village, of which circumstances the Chief of Police shall exercise his discretion. No fee shall be charged for such permit.
When any two or more persons are assembled and any one or more of them
shall be engaged in violent or tumultuous conduct or shall threaten violence,
injury or intimidation against another, they shall disperse when ordered to
do so by a police officer.

Any person committing an offense against any provision of this chapter
shall, upon conviction, be guilty of a violation pursuant to the Penal Law
of the State of New York, punishable by a fine not exceeding $250 or by imprisonment
for a term not exceeding 15 days, or by both such fine and imprisonment.
