A. 
When any vehicle is parked or abandoned on any street within the Village during a snowstorm, flood, fire or other public emergency which affects that portion of the highway on which the vehicle is parked or abandoned, or when any vehicle is found unattended on any highway or other location within the Village where said vehicle constitutes an obstruction to traffic, or when any vehicle is parked or standing unattended on any highway or established no-parking area, fire zone or other location within the Village where stopping, standing or parking is prohibited, said vehicle may be removed by any policeman or peace officer of the Village.
B. 
In addition to the requirements of Subsection A above, it shall be illegal to park any vehicle on any public street between the hours from 3:00 a.m. to 6:00 a.m. from November 1 through April 15 of the succeeding year.

C. 
The penalty for violating Subsection B above is $20 for each offense.

After removal of any such vehicle as provided herein, the police officer or peace officer may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may regain the same upon payment to the Police Department of the amount of expenses actually incurred in effecting such removal, together with any charges for storage, which shall not exceed $2 per day or fraction thereof. The Police Department shall keep an accurate record of the towing and impoundment fees collected and shall, at least monthly, submit a report thereof to the Village Clerk, along with all money which has been received.
The Police Department shall, without delay, ascertain to the extent possible the owner of the vehicle or person having the same in charge and shall notify him of the removal and disposition of such vehicle and of the amount which will be required to regain same.
