Pursuant to the Municipal Home Rule Law, § 10,
Subdivision 1(ii)a(1), the City of Watertown is empowered to create
or discontinue departments of its government.
The City of Watertown has determined that it
is in the best interest of the city to more effectively administer
its parks and recreational facilities and activities by consolidating
the administration control and jurisdiction of these two (2) areas
within one (1) department, to be designated as the "City of Watertown
Department of Parks and Recreation."

The administrative head of the Department of
Parks and Recreation shall be the Superintendent of Parks and Recreation.

The Superintendent of Parks and Recreation shall have the supervisory control of the maintenance and operation of all parks, playgrounds, and recreational areas identified in Chapter
216 of the Watertown City Code.

Various fees associated with the use and/or rental of various City parks and recreational areas have heretofore been established by ordinance amending Chapter
A320 of Watertown City Code. Effective with the effective date of this section, said fees and charges shall be established at least annually by the City Council through a budget resolution that adopts a City Fee Schedule. Said fee schedule shall be available to the public at the office of the Superintendent and at the office of the Watertown City Clerk.
