No person shall erect, install or maintain upon, over, through, in or
under any street or public place any pole, rod, bracket, fixture or device
of any nature for the support of electrical wires, cables or conductors, or
any cable, conduit, wire or conductor of any nature for conducting electrical
energy or radio or television signals, without the written permission of and
under such conditions as may be prescribed by the City Engineer and Chief
of Police.
No person shall erect, install or maintain any wire or cable across
any street or public place within a distance of 21 feet from the ground.

Any person, firm or corporation violating any provision of this chapter
shall, upon conviction, be subject to a fine of not less than $50 nor more
than $250 or imprisonment for not more than 15 days, or both. Each day of
continued violation is a separate and distinct offense.
