This chapter is enacted in order to promote
the health, safety and welfare of the citizens of Cornwall by establishing
rules and regulations for use of all Town Parks including, without
limitation, hours of operation.
As used in this chapter, the following terms
shall have the meanings indicated:
ANGOLA ROAD PARK GROUNDS
The Angola Road Park lands and improvements owned by the
Town of Cornwall located on Angola Road, Cornwall, New York.

LAUREL CREST PARK GROUNDS
The Laurel Crest Park lands and improvements owned by the
Town of Cornwall located at 41 Harold Avenue, Cornwall, New York.

TOWN
The Town of Cornwall, Orange County, New York.
TOWN BOARD
The Town Board of the Town of Cornwall, Orange County, New
York.
TOWN HALL PARK GROUNDS
The lands and improvements owned by the Town of Cornwall,
including the Town Hall, related buildings and parking lot fronting
on Main Street, the Town Hall Park, pond and recreation facilities
as well as the baseball fields and the former lighthouse property,
including the Munger cottage and other outbuildings which adjoin the
other Town Hall properties and which front on Hudson Street, and the
Angola Road Park.

A. Hours of
operation. No person shall remain on, conduct any activity on, be
involved in any activity or be present on Town Park grounds or in
any of the improvements thereon between 9:00 p.m. and 6:00 a.m.
B. Exceptions. The provisions of Subsection
A above shall not apply in the following circumstances:
(1) Persons
who are present on the Town Park grounds or within any of the improvements
on the Town Park grounds as part of any activity, permission for which
has been granted by the Town Board or by any official of the Town
designated by the Town Board to grant such permission.
(2) Persons
attending any meeting of any board or committee of the Town of Cornwall
or any judicial function of the Town Court.
(3) Persons
parking motor vehicles on any of the parking lots within the Town
Hall Park grounds to be used by persons in attendance at the meetings
of boards or committees of the Town of Cornwall or of the Town Court.
(4) Any
Town official or any person meeting with any Town official on the
Town Hall Park grounds or within any of the improvements on the Town
Hall Park grounds.
(5) Persons
parking motor vehicles on any of the parking lots within the Town
Hall Park grounds after a precipitation of snow of 2 1/2 inches or
more, provided that the Town Hall Park grounds' parking lots have
been cleared of snow and provided further that such person registers
his or her vehicle with the Town Dispatcher in Town Hall.
(6) Persons
using the tennis courts and basketball courts, provided that such
persons are accompanied by an adult either as a participant or as
a supervisor of those persons participating in tennis or basketball.
C. Hunting
and all-terrain vehicle operation. No person shall hunt or operate
all-terrain vehicles within Town Park property.

Any person committing an offense against any
of the provisions of this chapter shall be guilty of a violation and,
upon conviction thereof, shall be punishable for each offense by a
fine of not more than $250 or by imprisonment for not more than 15
days, or both.
