There is hereby created the office of Building
Inspector. The Building Inspector shall be the administrative head
of the Building Department. The Building Department shall have such
other officers and employees as may from time to time be authorized
by the Board of Trustees.
The Building Inspector shall have the following
powers and duties:
A. He shall review all applications for permits as required
by this Code.
B. He shall issue permits and furnish the prescribed
certificates.
C. He shall examine premises for which permits have been
issued and shall make the necessary inspections and issue the necessary
orders to enforce the provisions of all the requirements of applicable
laws and ordinances.
D. He shall issue rules where necessary to interpret
or apply the provisions of this Code.
E. In the discharge of his duties, the Building Inspector
or his authorized representative shall have the authority to enter
any building, structure or premises in the Village at any reasonable
hour to enforce the provisions of this Code.
F. He shall administer and enforce all statutes, local
laws, ordinances, rules and regulations pertaining to building, zoning
and planning within the Village, and he shall have the following powers
hereby delegated pursuant to the Municipal Home Rule Law:

(1) To promulgate rules and regulations and to amend the
same from time to time, specifying the procedures, forms and process
of the Building Department in the administration and enforcement of
all statutes, local laws, ordinances, rules and regulations pertaining
to building, zoning and planning within the Village; provided, however,
the rules and regulations promulgated by the Building Inspector pursuant
to this section, and all amendments thereto, shall in no event become
effective earlier than the 10th day next succeeding the filing of
the complete text thereof in the office of the Village Clerk.
(2) To issue and serve appearance tickets and file informations
and misdemeanor complaints pursuant to Article 150 of the Criminal
Procedure Law for all violations of said statutes, local laws, ordinances,
rules and regulations.
The Building Inspector shall keep complete official
records of applications, inspections, permits, certificates, reports,
orders, notices, rules and fees. He shall retain copies of all plans
as long as the building or structure to which they relate remains
in existence. All records shall be available for inspection at any
reasonable hour but shall not be removed from the custody of the Department
except under due process of law or in connection with the business
of the Village.
The Building Inspector shall report to the Board
of Trustees on the first day of each month the number of applications
received and permits issued during the preceding month, together with
the amount of fees prescribed by this Code paid for such permits and
examinations. At the end of the fiscal year, he shall submit to the
Board of Trustees an annual report of all business and activities
of the Department, including the character and amounts of all fees
connected therewith.
