GENERAL REFERENCES
Park rules and regulations — See Ch. 230.
A Parks and Recreation Commission consisting
of seven members is hereby established. The Board of Trustees shall
appoint members of said Commission.
The members of the existing Parks and Recreation
Commission in office at the time this chapter takes effect shall continue
in office until the end of the terms for which they were appointed.
Their successors shall be appointed for five-year terms at the annual
reorganization meeting of the Board of Trustees.
A.
The members of the Commission shall elect the Chairman
of the Commission, a Vice Chairman and a Secretary and such other
officers as they shall deem necessary, to serve until the expiration
of the terms for which they were appointed by the Board of Trustees.
Members shall not be elected more than two consecutive times to the
position of Chairman, Vice Chairman or Secretary.
B.
The Chairman shall preside at all meetings and shall
appoint all committees. The Vice Chairman shall fulfill the duties
of the Chairman in his absence. The Secretary shall keep such records
of the Commission as may be deemed necessary or advisable by its members.
Regular meetings shall be held at least once
each month, and the Commission shall fix the day and hour for holding
such meetings. Special meetings shall be held at the call of the Chairman.
Decisions of the Commission shall be made by a majority vote of the
members present.
The Commission shall have the following powers
and duties:
A.
Periodic review and evaluation of all recreation programs
and plans prepared by the Supervisor of the Department of Recreation
to ensure continuation of a useful, effective and timely recreation
program.
B.
Establishment of recreation fee schedules, parks'
concession policies and recreation program priorities.
C.
Annual submission to the Village Budget Officer of
a proposed expense budget and a proposed capital budget for the Department
of Recreation.
D.
Public consideration and hearing of suggestions, ideas
and comments from residents and local organizations concerning recreation
programs, plans, activities and priorities.
E.
Development of cooperative relationships with local
schools and with all civic and community groups concerned with recreation.
F.
Development of a comprehensive parks and recreation
plan, including new facility development and design.
G.
Development of good sportsmanship codes and safety
programs in the use of recreation facilities.
H.
Such other powers and duties as the Board of Trustees
shall from time to time establish by resolution or by amendment of
this chapter.
The daily operation of the Department of Recreation
shall be under the exclusive control of the Supervisor of the Department
of Recreation, who shall report to and be supervised by the Village
Administrator.
