As used in this chapter, the following terms
shall have the meanings indicated:
ANGLE PARKING
Parking a vehicle with its longitudinal axis at an angle
to the curb with either one or both of the rear or front wheels against
the curb.
BUS
Every motor vehicle having a seating capacity of 15 or more
passengers in addition to the driver and used for the transportation
of persons.

COMMERCIAL VEHICLE
Every type of motor-driven vehicle which is used for commercial
purposes, including but not limited to trucks, trailers, semitrailers,
construction equipment and vehicles used for the transportation of
goods, wares or merchandise; or utilized for the transportation of
one or more employees or laborers in connection with the operation
of a business, and which:

A.
Displays advertising promoting a business;
B.
Exceeds 6,000 pounds in weight; or
C.
Carries tools, supplies, merchandise or equipment
visible from the outside of the vehicle when any of its access doors
are not open.
CROSSING
That portion of a street clearly indicated for pedestrian
crossing by lines or other markings and the extension of the sidewalk
space across intersecting streets.
CURB
The boundaries of the street, whether marked by curbstone
or not so marked.
DRIVER
Every person who drives or is in actual physical control
of a vehicle.
INTERSECTION
That area bounded by the side lines, real or projected, of
two or more streets which meet or cross each other.
METERED PARKING
The parking of vehicles subject to regulation by a parking
control device.

MUFFLER
A device consisting of a series of chambers or baffle plates
or other mechanical design for the purpose of receiving exhaust gas
from an internal-combustion engine and effective in reducing noise.
MUNICIPAL PARKING AREA
Any off-street parking area or lot so designated by and under
the control of the Village of Dobbs Ferry, including, but not limited
to, the parking area at Waterfront Park (Waterfront Parking Lot),
the parking lot located behind the Village Hall at 112 Main Street
bounded by Elm and Oak Streets (Village Hall Parking Lot), the parking
lot bounded by Cedar and Oak Streets (Oak Street Lot), the parking
lot adjacent to the library on Lower Main Street at 55 Main Street
(Library Parking Lot) and the parking lot at 99 Cedar Street (99 Cedar
Parking Lot).

PARALLEL PARKING
Parking a vehicle with its longitudinal axis parallel with
the curb and with its wheels within 12 inches of the curb.
PARK, PARKING OR PARKED
The standing of a vehicle, whether occupied or not, otherwise
than temporarily for the purpose of and while actually engaged in
loading or unloading merchandise or passengers.
PARKING CONTROL DEVICE
Any combination of sign, marking and/or device, including,
but not limited to, meters, card, readers, kiosks, web-based or mobile-based
applications or similar instruments, made available, placed or erected
by authority of a public body or official having jurisdiction for
the purpose of regulating the parking of vehicles, including durational
limitations and the processing of permits and collection of fees.

PUBLIC HIGHWAY
Any highway, road, street, avenue, alley, public place, public
driveway or any other public way.
SIDEWALK
That part of the public highway between the curbs and the
adjacent property lines intended for the use of pedestrians.
STAND or STANDING
The stopping of a vehicle, whether occupied or not, otherwise
than temporarily for the purpose of and while actually engaged in
receiving or discharging passengers.
STOP
When required, the complete cessation from movement.
STOP or STOPPING
When prohibited, any halting, even momentarily, of a vehicle,
except when necessary to avoid conflict with other traffic or in compliance
with the directions of a police officer or traffic control sign or
signal.
STREET
That part of the public highway intended for vehicular traffic.
TRAFFIC CONTROL DEVICES
All signs, signals, markings and devices placed or erected
by authority of a public body or official having jurisdiction for
the purpose of regulating, warning or guiding traffic.
VEHICLE
Every vehicle operated or driven upon a public highway by
any power other than muscular power.
VEHICLE IMMOBILIZATION
To apply and lock a vehicle immobilization device to the
exterior of a motor vehicle.

VEHICLE IMMOBILIZATION DEVICE
A vehicle boot or wheel clamp designed to immobilize a parked
vehicle and prevent its movement until the device is unlocked and
removed.

The name of any public highway specifically
designated herein refers to such highway as shown on the Official
Map of the Village of Dobbs Ferry.
For the purposes of this chapter, the following
streets shall be considered as running in the directions indicated
for their entire lengths:
