A. 
It shall be unlawful for the owner or operator of any vehicle, or any person exercising custody or control or having the right to exercise custody or control of any vehicle, to cause or suffer the vehicle to become an abandoned vehicle.
B. 
For all purposes of this chapter, the term "abandoned vehicle" means any vehicle found parked and unoccupied by a person having the right to operate the same, on a street, sidewalk area or other public place or on any premises owned, leased or occupied by the Village of Dobbs Ferry, under one or more of the following circumstances:
(1) 
The vehicle has remained in the same location for a continuous period of more than 72 hours;
(2) 
The vehicle has remained in the same location for a continuous period of more than 24 hours and at any time thereafter is found in violation of a law, rule or regulation relating to the parking of vehicles;
(3) 
The vehicle has remained in the same location for a continuous period of more than six hours and no valid current registration or no number plate is displayed thereon; or
(4) 
The vehicle is deemed an abandoned vehicle under the provisions of Subdivision 1 of § 1224 of the Vehicle and Traffic Law.
C. 
The Police Department shall cause every abandoned vehicle to be removed and disposed of as provided in § 1224 of the Vehicle and Traffic Law.
