The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XI (§ 117-40), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XII (§ 117-41), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 117-42), attached to and made a part of this chapter.
A. 
No person shall park a vehicle between the hours specified in Schedule XIV (§ 117-43) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIV, attached to and made a part of this chapter.
B. 
No vehicles shall be parked on any public highway or Village street within the corporate limits of the Village of Greene between the hours of 2:00 a.m. and 6:00 a.m. from November 1 to April 1 of each year.
No person shall stop a vehicle during the times specified in Schedule XV (§ 117-44) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVI (§ 117-45) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVII (§ 117-46) at any time between the hours listed in said Schedule XVII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
It shall be unlawful for any person to park, stop or stand a motor vehicle in a space clearly marked for use by the handicapped, as set forth in Schedule XVIII (§ 117-47), attached to and made a part of this chapter, unless such motor vehicle displays a special handicapped license plate or parking permit.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIX (§ 117-48), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XX (§ 117-49), attached to and made a part of this chapter, are hereby designated as loading zones.
Parking in the area between the curb (or where a curb would normally be placed, if none) and the sidewalk is forbidden, unless the owner or occupant of said property shall petition the Village Board for special permission to park in said area. In such event, the Village shall consider all available factors relevant to the issue, including but not limited to:

The availability of parking in the street area.
B. 
The availability of parking on side streets.
C. 
The availability of parking behind the residence involved.
D. 
The character of the neighborhood.
E. 
The consent or lack of consent of neighbors.
F. 
Proximity to municipal parking lots.
