There is hereby created for the Town a Parks and Recreation Special Revenue Fund which shall be used to provide for park operations and recreation programs. There shall be paid into said fund all program fees, fund-raising, donations and other receipts related to the operation of activities, programs, facilities and capital outlays by the Parks and Recreation Commission. There shall also be paid into said fund such appropriations or transfers as authorized in accordance with the applicable provisions of the Town Charter.
The unexpended balance of the Parks and Recreation Special Revenue Fund existing at the close of any fiscal period shall remain credited to such fund and shall not lapse to the general fund.
The Parks and Recreation Commission and its Director shall establish fees and charges to generate income support for the Parks and Recreation Special Revenue Fund. The Commission shall be authorized to accept gifts and donations for crediting to said fund and shall be authorized to sponsor fund-raising events, the net proceeds of which shall be credited to said fund.
Expenditures from the Parks and Recreation Special Revenue Fund shall be in accordance with the applicable provisions of the Town Charter. All such expenditures shall be used for the support of park operations and recreation programs or to promote the generation of income of said fund.
