The position of Commissioner of Parks and Recreation is hereby created.
The Commissioner of Parks and Recreation shall have the duty of supervising
and operating all parks, all recreational facilities of the city, particularly
playgrounds, the municipal swimming pool and public green spaces, and the
employees thereof, together with all activities in connection therewith, including
equipment.
