This chapter shall apply to all signs, posters,
and placards, whether temporary or permanent, placed within the public
rights-of-way of the Borough of Catasauqua, a public utility, or other
governmental agencies.
The following regulations shall apply to all
signs, posters and placards:
A. No sign, poster, or placard, whether permanent or
temporary (hereinafter collectively called "sign"), shall exceed two
square feet in area, nor exceed two feet in any dimension either height
or width.
B. No sign, the purpose for which will extend beyond
30 days, shall be placed in the public right-of-way without the permission
of the Borough Manager or his designee.
C. Any unused, or abandoned, sign shall be removed by
the owner of the sign, user of the sign, or property owner on whose
property the same is located, within three days from the time the
event or purpose for which the sign was installed has passed or no
longer applies.
Upon the failure of the owner, user, or property
owner to remove the sign, the Borough Manager or his designee is authorized
to remove the same and any expense attendant thereto shall be the
responsibility of the owner, agent or person having the beneficial
use of the sign, who shall be billed therefor by the Borough Manager.

Any person who shall violate any of the provisions
of this chapter shall, upon conviction thereof before any District
Justice, be sentenced to pay a fine of not less than $25 and no more
than $300 for each violation, plus costs of prosecution, and, in default
of payment of such fines and costs, to imprisonment in the Lehigh
County Prison for a period of not more than 30 days. Any person found
guilty of violating an ordinance shall be assessed court costs and
reasonable attorneys’ fees incurred by the Borough in the enforcement
proceedings.
