A resolution authorizing and directing the proper
officers of the Borough of Catasauqua to enter into a contract for
the leasing and installation of parking meters was duly adopted by
Council at a meeting held on the eighth day of September 1953. Said
contract to be made subject to the conditions, and in the manner provided
by law, the payment of such meters, and the installation thereof,
to be provided for solely from the operation of said parking meters,
without in any manner obligating the Borough of Catasauqua to pay
for the same from any other source.

A. After the installation of said parking meters, it
shall be unlawful for the owner or operator of any motor or other
vehicle to park between the hours of 8:00 a.m. and 6:00 p.m. on any
day, except Saturdays, Sundays and the following holidays: New Year's
Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and
Christmas, for more than the maximum time indicated on the dial of
the parking meters. The following are designated as parking meter
zones:
(1) East and west sides of Front Street, between Church
and Pine Streets.
(2) North and south sides of Bridge Street, between Front
and Limestone Streets.
(3) East and west sides of Second Street, between Bridge
and Strawberry Streets.
B. Until meters are actually installed in the parking
meter zones herein before described the parking of cars in said zones,
or that part of the zone in which parking meters are not installed,
shall be limited to such parking time, or parking limitations, as
has been fixed by other ordinances of the Borough of Catasauqua.
On streets so designated, the proper officers
shall cause parking spaces to be marked on the pavements or curbs,
or by other appropriate measure, and in such space so marked, shall
erect, or cause to be erected, a parking meter, which, upon the deposit
of a coin, or combination of coins of the United States indicated
on the meters, will entitle the party parking his or her car to a
limited time as indicated on the parking meter, and the time when
such period has elapsed.

In order that the police officers may properly
compute the time during which a vehicle is parked, the owner or operator
of said vehicle shall, upon entering such parking space, during the
time of limited parking, immediately deposit a coin, or combination
of coins of the United States, in the parking meter situated at the
side of said parking space; and operate same according to instructions
thereon. Upon deposit of such five-cent or ten-cent coins, and placing
the meter in operation, the parking space may be lawfully occupied
by such vehicle during the period of parking time, which has been
prescribed for the particular amount deposited. The parking meters
shall be so adjusted that five-cent coins and ten-cent coins may be
deposited at any time throughout the maximum range of the meters;
a five-cent coin permitting the vehicle to be parked for a period
of 60 minutes and each ten-cent coin permitting the vehicle to be
parked for a period of 120 minutes. If such a vehicle shall remain
parked in any such parking space for such length of time that the
meter shall indicate by proper signal that the lawful parking period
has expired, such vehicle shall be considered as parking overtime,
and the parking of a vehicle overtime shall constitute a violation
of this article.
It shall be unlawful to park any vehicle across
any line or marking designating a parking space, or to park said vehicle
in any way that the same shall not be wholly within a parking space
as designated by said lines or markings.
It shall be unlawful for any person to deface,
tamper with, damage, open or willfully break, destroy or impair the
usefulness of any parking meter installed under the terms of this
article.

Any person, firm or corporation violating any
of the provisions of this article, or aiding, abetting or assisting
in the violation of any of its provisions, shall, upon conviction
thereof before the Mayor or any District Justice of the Borough, be
sentenced to pay a fine of not less than $2 or more than $50 for each
offense, and costs of prosecution, and, in default of payment of such
fine and costs, to imprisonment in the County Jail for not more than
five days. Any person found guilty of violating an ordinance shall
be assessed court costs and reasonable attorneys’ fees incurred
by the Borough in the enforcement proceedings.
