All powers and duties as set forth by laws applicable to townships of the second class and not superseded by this Administrative Code shall be vested in the Township Council.
A. 
The Council shall consist of five members, elected at large by the voters of the Township at the regular municipal election. The terms of office of the members of Council shall begin on the first Monday of January next following their election, and with the exception of the municipal election of November 1975, all Council members shall be elected for a term of four years and until their successors qualify.
B. 
Council members shall reside in the Township throughout their terms of service.
A. 
On the first Monday of January following a regular municipal election, the members of Council shall meet in the Township Municipal Building, organize and elect one of the members as Chair and one of the members as Vice Chair. The Solicitor shall also be appointed at the organizational meeting to serve for a term of one year. The Chair shall preside at all meetings of Council and shall have a voice and a vote in its proceedings.
B. 
In the event of illness or absence of the Chair for two or more consecutive meetings, the Council may by majority vote elect to declare the position open, and the Vice Chair shall be declared Chair, and a new Vice Chair shall be elected as specified above.
Regular meetings of Council shall be held at least once a month in the Township Municipal Building at such times as are fixed by resolution of Council. Special meetings may be called by the Chair or a majority of the members of Council. All meetings of Council shall be conducted in conformance with the Open Meetings Law, 65 P.S. § 261 et seq.[1] Public notice shall be given at least three days before regularly scheduled meetings and at least 24 hours before special or rescheduled meetings. The minutes and records of all proceedings shall be maintained by the Secretary.

Council shall determine its own rules of procedure, which are consistent with existing laws. Three members shall constitute a quorum, but no ordinance shall be adopted without the affirmative vote of at least three members.
