A. 
Prior to the beginning of any activity, a solicitor or temporary business must submit an application to College Township and obtain a permit. When the Township has approved the solicitor's or temporary business application, the applicant shall be issued a permit. The permit shall contain the information required on the application and the expiration date. The required information shall be, but is not limited to, the following: A certificate of liability insurance, a list of people associated with the event, a letter from the property owner granting permission, two copies of the event coordinator's driver's license/proof of I.D., proof of nonprofit status (if applicable), and any other required information stated on the application. The permit shall be carried by each solicitor or openly displayed by each temporary business at all times when engaged in such activity and shall be exhibited for inspection to any person approached for purposes of soliciting or temporary business sales.
B. 
A temporary business operator, operating a business in accordance with the definition of "temporary business" who wishes to utilize a temporary structure and temporary signs in association with the temporary business operations is required to obtain a license from College Township. The license will be a consolidated permit/license authorizing business operations in accordance with all applicable codes and ordinances of College Township and will include signs licensed on a temporary basis and temporary structure installation in accordance with all applicable codes and ordinances of College Township. The license term will not exceed the maximum 13 weeks per calendar year unless specifically regulated under § 200-41, Temporary uses. Temporary sign display area shall not exceed the maximum 50 square feet at any given time and shall run consecutively with the valid license period of the temporary business. All temporary structures must obtain a permit from the Centre Region Code Administration, where applicable, and all building code and fire prevention code requirements are satisfied.[1]

A. 
The term of each solicitor's or temporary business' permit shall be specified on the permit.
B. 
The fees for a solicitor's or temporary business' permit shall be set by resolution of the Township Council.
C. 
There shall be no fee for nonprofit organizations.
D. 
Licenses for solicitors and/or temporary businesses shall be authorized on a weekly basis, not to exceed 13 weeks per calendar year unless specifically regulated under § 200-41, Temporary uses.

The permit for soliciting and temporary business sales shall be valid in all permitted districts, in accordance with the Zoning Ordinance,[1] within the Township of College, and subject to the following limitations for certain days and activities. (All requirements cited in § 200-41 shall apply.)
A. 
Solicitors.
(1) 
Sundays: Soliciting is not permitted at any time on Sundays.
(2) 
Mondays through Saturdays: Soliciting shall be permitted in all residential districts and at residential structures in commercial zoning districts between the hours of 9:00 a.m. and 9:00 p.m. Soliciting shall be permitted in commercial and industrial zoning districts between the hours of 9:00 a.m. and 10:00 p.m.

(3) 
No soliciting shall be conducted during federal legal holidays.
(4) 
A solicitor shall not be permitted to make or cause to be made any loud noise to attract attention or for any other purpose except by approval and subject to conditions as set forth by College Township Council. Prohibited noises may include but shall not be limited to shouting, the use of loudspeakers, horns, drums, etc.

(5) 
Permit only allows access to entrance points to all private property. Property owners shall remain in complete control of internal access to their properties.
B. 
Temporary business.
(1) 
Temporary business operations shall not be conducted in the setback area of a lot as specified in Chapter 200, Zoning.
(2) 
Temporary businesses are not permitted in residential districts with the exception of places of assembly and school.

(3) 
The property owner is responsible for ensuring that a temporary business obtain a permit prior to the start of any activity.
(4) 
The seasonal sale of farm produce, horticultural products or seafood products shall be permitted as a temporary use for the maximum time of 270 days.

C. 
Solicitors and temporary businesses.
(1) 
There shall be no physical contact by the solicitor or temporary business without the person's consent. This shall be deemed to include not only physical force or restraint but also the act of placing objects on the person, clothing or vehicle of the potential buyer.
(2) 
A solicitor or temporary business shall not block or interfere with the movement of any pedestrian or vehicle on any public sidewalk or street.
(3) 
A solicitor or temporary business shall not conduct any activity within public rights-of-way except by approval and subject to conditions as set forth by College Township Council.

(4) 
Sign permits or temporary sign permits must be obtained in accordance with Chapter 170, if signs are to be erected.
