An Environmental Advisory Council ("Council") is hereby created, pursuant to the authority of the Act of the Commonwealth of Pennsylvania of December 21, 1973, P.L. 425, No. 148, § 1 et seq.[1]

The Council shall consist of seven residents of the Township of Doylestown who shall be appointed by the Board of Supervisors of Doylestown Township. Whenever possible, one member of the Council shall also be a member of the Doylestown Township Planning Commission.

Duly appointed Council members shall serve for a term of three years, except that the terms of the members shall be so staggered that two members' terms shall expire December 31, 1994, three members' terms shall expire December 31, 1995, and two members' terms shall expire December 31, 1996. Thereafter, all appointments shall be for a term of three years, with the exception of members appointed by the Board of Supervisors to fill a vacancy, in which case the members shall serve out the remainder of the term of their predecessor.
Council members shall receive no compensation for their services but shall be reimbursed for the expenses actually and necessarily incurred by them in the performance of their duties.
The Board of Supervisors of the Township, at its first regularly scheduled meeting of each calendar year, shall designate the Chairperson of the Council.
The Council shall have the following powers and duties:
A. 
To identify environmental problems and recommend plans and programs for their resolution to the appropriate governmental agencies of the Township, which shall include but not be limited to the Planning Commission, the Municipal Authority, the Park and Recreation Board and the Board of Supervisors.
B. 
To make recommendations as to the possible use of open land areas in the Township.
C. 
To keep an index of all open areas in the Township, publicly or privately owned, including but not limited to flood-prone areas, swamps and other unique natural areas, for the purpose of obtaining information on the proper use of such areas.
D. 
To advise the appropriate local governmental agency in the acquisition of property, both real and personal, by gift, purchase, grant, bequest, easement, devise or lease in matters dealing with the purposes for which the Council is created.
E. 
To exercise any powers or perform any duties dealing with the purposes for which the Council is created which have not, by law, been conferred or imposed upon an agency of the Commonwealth of Pennsylvania.
The Council shall meet at least once per month at a time and location to be determined by vote of its members. The Council shall keep a record of its meetings and activities and shall make an annual report which shall be printed in the annual report of the Township.
The Board of Supervisors of the Township shall appropriate funds for the expenses incurred by the Council. Appropriations may be expended for such administrative, clerical, printing and legal services as may from time to time be required. All expenditures shall be within the limit of funds appropriated to the Council, and the whole or any part of any fund so appropriated in any year may be placed in a conservation fund, allowed to accumulate from year to year, or be expended in any year.
