The Parks and Recreation Board shall consist of a minimum of five members appointed by the Board of Supervisors of East Bradford Township.
A. 
The term of membership shall be five years, except as originally established herein.
B. 
The initial members of the Parks and Recreation Board shall be appointed to terms of office as follows:
(1) 
One member for a term to expire on December 31, 1988.
(2) 
One member for a term to expire on December 31, 1989.
(3) 
One member for a term to expire on December 31, 1990.
(4) 
One member for a term to expire on December 31, 1991.
(5) 
One member for a term to expire on December 31, 1992.
Vacancies in the term of membership shall be filled for the unexpired term by the Board of Supervisors.
A. 
The Parks and Recreation Board shall elect annually a Chairman, who will preside over the meetings of the Board, a Vice Chairman, and a Secretary. The Chairman shall not serve for more than two successive annual terms and shall not succeed himself/herself.

B. 
The Secretary shall keep minutes of all meetings of the Parks and Recreation Board and make a copy of those minutes available to the Board of Supervisors by providing a copy to the Township Secretary.

A. 
The Parks and Recreation Board shall adopt rules and regulations for the conduct of its own meetings and business. Said rules and regulations shall comply with all applicable statutory regulations, including, but not limited to the Sunshine Act.[1] The Parks and Recreation Board shall establish regular meeting dates and criteria for the calling of special meetings.

B. 
The Parks and Recreation Board shall recommend to the Board of Supervisors rules and regulations with respect to conduct at Township parks and recreation facilities. The Board of Supervisors, upon receiving a recommendation from the Parks and Recreation Board, may adopt by resolution reasonable rules and regulations for conduct at Township parks and recreation facilities.
Members shall be reimbursed for reasonable and necessary expenses as approved by the Board of Supervisors.
The Parks and Recreation Board shall have the following powers and responsibilities:
A. 
To supervise and regulate the use of parks, recreation areas and facilities, including the adoption of rules and regulations governing the use of said fields, indemnification of the Township by those using the facilities and insurance requirements of those using the field.
B. 
To administer agreements between the Township and organizations making use of the facilities with regard to the maintenance and use thereof, payments therefor and such other matters as shall be contained in agreements between the Township and use of the facilities.
The Parks and Recreation Board shall submit the following information and reports to the Board of Supervisors as requested by the Board of Supervisors and, unless otherwise indicated, at the least on a periodic basis:
A. 
The Chairperson shall submit an annual report to the Board of Supervisors not later than February 28 following the year for which the report applies, said report to include a summary of the Board's activities, an analysis of the community recreation areas, facilities and programs, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditure involved and the public needs to be met.
B. 
The Board shall review and make recommendations to the Board of Supervisors regarding the following:
(1) 
Maintenance, use and improvements to existing land, including open space, and facilities for active and passive recreation.
(2) 
Acquisition and development of new land, including open space, and facilities for active and passive recreation.
(3) 
Creation of new recreational programs.
(4) 
Contracts with groups that provide recreational services to East Bradford Township.
(5) 
New development proposals, with regard to the adequacy of open space, park plants or other recreational areas, including any proposals to provide fees in lieu of open space.
C. 
The Board shall develop, recommend and periodically review ordinance provisions that relate to the preservation of open space, development of recreational areas and management of these areas.
