The East Caln Township Recreation Board shall
be established as follows:
A. The Recreation Board shall consist of seven residents
of the Township appointed by the Board of Supervisors.

B. The members of the Recreation Board shall serve, without
compensation, terms of five years or until their successors are appointed,
except that the members first appointed shall be appointed so that
the terms of not more than two members expire annually.
C. All persons appointed shall serve their full term
unless voluntarily resigned or removed by the Board of Supervisors
for dereliction or neglect of duty.
D. The members of the Recreation Board shall elect a
chairman and secretary and select all other necessary officers to
serve for a period of one year.
E. The Recreation Board may adopt rules and regulations
for the conduct of all business within its jurisdiction and exercise
powers and functions concerning parks and recreation facilities as
set forth hereinbelow.
F. The Recreation Board shall meet at least once every
three months. The date, time and location of the meeting shall be
established by the Recreation Board.
The powers and duties of the East Caln Recreation
Board shall be:
A. Recommend to the Board of Supervisors, for adoption,
any rules and regulations necessary for the operation of all parks
and open space facilities owned by the Township.
B. Submit to the Township Manager, by October 15 of the
preceding year, a proposed financial budget for the annual operation
and maintenance of Township owned park and open space facilities and
land.
C. Organize special events related to parks and recreation
for the residents of the Township as requested by the Board of Supervisors.
D. Submit an annual report to the Board of Supervisors,
including an analysis of the adequacy and effectiveness of Township
recreation areas, facilities and leadership. Also included in the
annual report should be:
(1) Recommendations for improvements, additions, deletions
or upgrades for active recreation facilities.
(2) A review of the Township owned open space tracts and
recommendation to the Board of Supervisors possible uses, improvements
and required maintenance.
(3) A five-year capital budget for major improvements
or purchases related to open space tracts and/or active parks.
E. Undertake any other projects related parks and recreation
requested by the Board of Supervisors.
F. Cooperate with neighboring and regional recreation
organizations when beneficial to the residents of East Caln Township.
