There is hereby established an advisory council to be known
as the "Radnor Township Environmental Advisory Council (EAC)."
The EAC shall consist of seven at-large members appointed by
the Board of Commissioners, provided that there shall be six at-large
members during the period that begins 31 days following the effective
date of this chapter and that ends on December 31, 2008. In addition,
at the discretion of the Council, there may be up to four nonvoting
liaisons with one each representing the Planning Commission, Parks
and Recreation Board, Board of Health, and Shade Tree Commission.
All members of the EAC shall be residents and electors of the
Township. Members shall have demonstrated training, experience or
interest in the field of environmental sciences or related fields.
Vacancies on the EAC shall be filled by the Board of Commissioners.
The EAC shall have the following duties:
A. To serve as a clearinghouse for information and a forum for inquiries
and issues of an environmental nature from citizens and any other
Township Board and to assist in answering the inquiry and/or resolving
the issue presented.
B. When requested, to act in an advisory capacity to the Board of Commissioners,
the Planning Commission, the Parks and Recreation Board, and any other
board or commission and the Township staff on rezoning, subdivision
and land development applications and other matters dealing with the
protection, promotion, conservation, management, and use of natural
resources, including but not limited to air, land and water resources,
flood hazard districts, wetlands, groundwater, recharge areas, steep
slopes, woodlands, and streams.
C. When requested or necessary, to recommend plans and programs, including
amendments to the Code of Radnor Township, to the appropriate agencies
for identification and resolution of environmental problems, promotion
and conservation of natural resources and for the protection and improvement
of the quality of the environment within Radnor Township.
D. To encourage voluntary environmental programs and community participation
therein.
E. To undertake such other environmental tasks as requested by the Board
of Commissioners.
The Chairperson and Vice Chairperson of the EAC shall be members
of and selected by the full Council and shall serve for terms of one
year.
The EAC shall keep records of its meetings and activities and
shall make an annual report which shall be made known and available
to the public. Minutes of each meeting shall be forwarded to the Board
of Commissioners and to other boards and commissions as the Chair
or Council shall designate.
