This organization shall be known as the "Advisory
Council on Parks and Recreation."
The purposes of this organization are as follows:
A. To promote the recreation program in the Village of
Rye Brook by acting in an advisory capacity to the Board of Trustees,
and by serving as liaison between the Board of Trustees and the Rye
Brook community concerning programs and other matters pertaining to
recreation.
B. To recommend to the Board of Trustees programs, actions
and activities to be undertaken by the Board of Trustees, Advisory
Council or Recreation Department to foster community interest in recreation
programs.
C. To make such recreation studies as the Advisory Council
deems necessary for the purpose of reporting to the Board of Trustees
on recreation matters.
D. To appraise the use of Village parks for the purpose
of developing recommendations to the Board of Trustees as to their
use for recreation purposes or for unprogrammed open space.
E. To hold an annual public meeting and, with the prior
approval of the Board of Trustees, such other conferences and meetings
as may be deemed advisable.
F. To make such other studies and take other actions
as may be directed from time to time by the Board of Trustees.
G. To report to the Board of Trustees on its work during
the preceding fiscal year by June 15 of each year.

The Advisory Council shall consist of nine voting
members appointed by the Board of Trustees as follows: Three members
shall be appointed for initial terms of one year and four members
shall be appointed for initial terms of two years. Thereafter, all
members of the Advisory Council shall be appointed for two-year terms.
Vacancies shall be filled promptly by the Board of Trustees for the
unexpired term of the member in question. The Superintendent of Parks
and Recreation shall serve as advisor to the Advisory Council as it
deems necessary. If a member must miss a regularly scheduled meeting,
she or he shall advise the Chair in advance and shall, at the discretion
of the Chair, be recorded as "excused" for the meeting missed. In
the event that a member is absent for three regularly scheduled meetings
in any one calendar year, or without excuse for two consecutive meetings,
the Chair shall notify the Mayor, and the member shall be, unless
good cause shown, deemed to have resigned by the Board of Trustees,
and a replacement appointed for the balance of the term outstanding.

The officers of the Advisory Council shall be
a Chairman appointed by the Board of Trustees from among the members
of the Advisory Council and a Vice Chairman appointed by the Chairman
from among the members of the Advisory Council. The Chairman also
may designate a Secretary from among the members of the Advisory Council,
or, in the alternative, may appoint the Superintendent of the Department
of Parks and Recreation to serve as clerk of the Advisory Council
to assist with the preparation of notices, agendas and minutes, recording
actions of the Advisory Council and performing such other duties as
the Chairman may determine. The Chairman shall preside at all meetings
and appoint subcommittees. The Vice Chairman shall perform the duties
and have the responsibilities of the Chairman when for any reason
the Chairman is absent.
A quorum of any meeting of the Advisory Council
shall consist of a majority of the voting members of the Advisory
Council then in office. Actions and decisions of the Advisory Council
shall be determined by a majority of the members present at any meeting
at which a quorum is present. The Advisory Council shall take and
transcribe minutes of its meetings, and these minutes shall record
the vote of each member on recommendations to the Board of Trustees.
