Village officers and employees are often called upon and authorized
to attend conventions, schools, conferences and meetings to further their
education or update them on current developments in their area, all for the
betterment of Village government. Attendance at such conferences often requires
the payment of registration fees, tuition charges and the expenses of travel,
meals and lodging. Although the expenses incurred are ultimately reimbursed
by the Village, the initial outlay of the necessary fees and expenses can
impose an undue financial burden on Village personnel. This article is enacted
to alleviate that situation.
The officer or employee receiving any lump-sum advance payment shall,
within 14 days after returning to the Village or within 30 days after receipt
of the advance, whichever shall occur first, make an accounting therefor with
the Village Treasurer. In the event that the lump-sum advance exceeds the
actual and necessary expenses incurred, the officer or employee shall thereupon
refund any excess to the Village. In the event that the lump-sum advance is
less than the actual and necessary expenses incurred, the officer or employee
shall make a claim to the Board of Trustees for such excess expenses.
Officers and employees of the Village shall not be required hereby to
apply for advances and may, upon returning from a duly authorized official
function, file a claim for reimbursement from the Board of Trustees.
The Village Board of the Village of North Syracuse is hereby authorized
to grant to any employee of the Village with more than 25 years of employment
service to the Village a lump-sum financial incentive to allow and encourage
that employee to retire from Village employment earlier than the employee
would otherwise choose to do so.
The single-sum payment shall be made at the time of termination of the
person's employment.
The amount of such payment will be as established by the Board of Trustees
on a case-by-case basis. In establishing the amount of such payment, the Board
may consider all aspects of the employee's employment with the Village, including
years of prior service, the number of years the employee could continue to
be employed, the cost to the Village of salary and benefits during that period
and the history of the employee's work performance.
