The Police Department is hereby authorized and directed to issue, upon application, a permanent bicycle license. There shall be no expiration of said license. When issued, said license shall entitle the licensee to operate such bicycle for such period of time as the license is issued upon all streets and public highways within the Village, exclusive of the sidewalks thereof, with the exception that children under the age of 10 years whose bicycle is duly licensed under this chapter may ride upon the Village sidewalks, provided that such children shall use caution and due regard for the users of said walks.
A. 
A two-year registration period will not be required due to the change to permanent bicycle licenses. Metallic license plates and seals will be issued at the time the license is issued upon application.
B. 
Said plates shall have numbers stamped in numerical order, beginning with the number one, and shall have stamped the letters "No. Syracuse, N.Y." thereon. Such metallic plates shall be suitable for attachment to the frame of a bicycle. It is the responsibility of the bicycle owner to affix the license plate to the frame of the bicycle.
