This chapter shall be enforced by the Zoning
Enforcement Officer or other designated official who shall be appointed
by the Village Board. No building permit or certificate of occupancy
shall be issued by him except in compliance with the provisions of
this chapter.
A fee may be charged for every permit issued.
The amount of such fee shall be determined by the Village Board.
No nonconforming use shall be renewed, changed
or extended until a building permit has been issued by the Zoning
Enforcement Officer.
The Zoning Enforcement Officer shall maintain
a record of all certificates, and copies shall be furnished, upon
request, to any person having a proprietary or tenancy interest in
the building affected.
When deemed necessary or appropriate, the Village
Board of Trustees, the Planning Commission or the Zoning Board of
Appeals may employ professional consultants to review and report to
it on any matter pending before such Board or Commission. The costs
of such consultation shall be borne by the applicant and shall be
paid to the Village in advance of such employment. The fees shall
be established in accordance with the fee schedule separately adopted
by the Board of Trustees, as the same may be amended from time to
time. Professional consultants may be employed in any or all of the
following areas: engineering, landscaping and landscape architecture,
architecture, land surveying, environmental review, traffic engineering
and such other areas as may be deemed necessary and appropriate by
the Board or Commission seeking such consultation.
Whenever a violation of this chapter occurs,
any person may file a complaint in regard thereto. All such complaints
must be in writing and shall be filed with the Zoning Enforcement
Officer, who shall properly record such complaint and immediately
investigate any report thereon.
